Clay County Deed & Recording Guide

Clay County manages to sit beside Jacksonville without feeling like a single suburb. Its four municipalities are Green Cove Springs, Orange Park, Keystone Heights and Penney Farms, but much of the population lives in unincorporated communities such as Fleming Island, Middleburg, Oakleaf and Lake Asbury. The St. Johns River defines the eastern edge, while lakes and sandhills change the scenery toward the west.

The county's biggest single neighbor is not a city at all. Camp Blanding Joint Training Center covers about 73,000 acres in southwestern Clay County. Its presence has shaped local roads, jobs and history for generations. Green Cove Springs, the county seat, grew around a spring and the river. Orange Park developed at the northern edge near Duval County. Keystone Heights looks toward a chain of lakes, and Penney Farms began as a planned retirement community. A drive across the county passes from commuter neighborhoods to pine forest with surprising speed.

That variety appears in deeds. A Fleming Island home may carry a subdivision plat, association declaration and easements. A Middleburg tract may use metes and bounds. A Green Cove Springs parcel may have a chain of title reaching into the town's resort and river-port years. A deed could follow a sale, gift, marriage-related change, estate plan, trust transfer or correction. The reason varies, but an instrument conveying Clay County land is recorded with the Clay County Clerk of Court and Comptroller.

The Recording Department is inside the Clay County Courthouse at 825 North Orange Avenue in Green Cove Springs. The clerk describes it as the home of millions of official and court records. The department records deeds, mortgages, liens, plats and other authorized instruments, then makes many records available through its online search. Recording is the public step that places the deed into the county's indexed land-record system. It is not a review of whether the transaction was wise or whether the document provides the intended legal result.

Clay publishes the familiar statewide base charge for a standard instrument: $10 for the first page and $8.50 for each additional page. Each indexed name after four adds $1. Plats, oversized materials, copies and certifications have their own charges. A deed may also require documentary stamp tax based on consideration. Current fees and payment instructions should be checked before a document is mailed or brought to the counter.

The clerk accepts documents in person and by mail and participates in electronic recording. A mailed submission should include the correct payment and return arrangements. The Clay County Property Appraiser's website is useful for finding a parcel number, owner name, assessed value and map. The existing recorded deed is the stronger source for the full legal description.

Clay County's map can look complicated because so many familiar community names are not incorporated cities. Recording is simpler. Property in Orange Park, Keystone Heights, Fleming Island, Oakleaf or the countryside all enters the same countywide Official Records. Get the description right, follow Florida's execution rules and send the finished deed to Green Cove Springs. The county may shift from riverfront to military forest, but the recording office stays put.
