Indian River County gave the national wildlife refuge system its first address. In 1903, President Theodore Roosevelt protected Pelican Island, a small rookery in the Indian River Lagoon, after plume hunters had devastated bird colonies for the hat trade. The refuge became the first unit in what grew into a nationwide system. It is a grand legacy for a bit of mangrove-covered land that pelicans understood perfectly well before Washington did.

Vero Beach is the county seat and the main cultural and commercial center. Sebastian sits along the lagoon in the north, with a riverfront shaped by fishing and boating. Fellsmere lies inland amid farms and wetlands. Indian River Shores and Orchid are small barrier-island municipalities, while Gifford, Wabasso, Roseland and Oslo are well-established communities with their own histories. The county's name is inseparable from citrus, but modern Indian River County also includes aerospace work, health care, tourism, agriculture and a large retirement population.

Recent development has filled in many once-open stretches while preserving a clear contrast between oceanfront property, mainland neighborhoods and western acreage. A deed might transfer a Vero Beach condominium, a Sebastian home, a grove parcel or a barrier-island residence. It may follow a sale, a gift, a trust transfer, a family change or a correction. Condominium declarations, plats, easements and association matters can make the surrounding Official Records as important as the deed itself.

The Indian River County Clerk of the Circuit Court and Comptroller serves as county recorder. The Recording Services office is at the courthouse in Vero Beach. Documents can be delivered in person, mailed or submitted through one of the electronic-recording providers identified by the clerk. Recording places an accepted deed in the Official Records and indexes the parties, giving later buyers, lenders and title professionals public notice of the transfer. The clerk records documents but does not select the proper deed or guarantee that a legal description matches the intended parcel.

A standard instrument generally costs $10 to record for the first page and $8.50 for each additional page. The published schedule adds $1 for each indexed name beyond four. Documentary stamp tax may also be due, usually at $0.70 per $100 of consideration. Because the tax can change with the transaction, assumptions and consideration should be resolved before the deed reaches the recorder.

The Indian River County Property Appraiser supplies parcel maps, ownership and assessment information. It is useful for checking a parcel identification number and the address used on the tax roll. The existing recorded deed remains the more reliable source for the full legal description. Treating those systems as partners makes deed preparation much less mysterious.

A pelican rookery and a condominium tower may not seem to have much in common, but both depend on lines that people agree to respect. Refuge boundaries protect habitat. Recorded deeds identify private ownership. For land from Fellsmere to the Atlantic, the public version of that ownership story belongs in Indian River County's Official Records.

Deed requirements for Indian River County

Florida law generally requires a deed conveying real property to be signed by the grantor in the presence of two subscribing witnesses. The instrument also needs the parties, legal description, consideration and documentary stamp treatment, acknowledgment, preparer information, return address, and printed witness information required for the particular recording.
